Our verdict
Status
No progress has yet been made on this promise. Preparations for the Fiscal Framework Review process started in October 2021 when Finance Secretary Kate Forbes met the UK Government’s Chief Secretary to HM Treasury and an agreement was reached to jointly commission an independent report on Block Grant Adjustments before launching the Review in earnest. So far, there is no indication that the Scottish Government have used the process to lobby for greater powers.
