Our verdict

Status

This pledge has been achieved. The original Just Transition Commission convened in 2019 and submitted a report in early 2021. In September 2021, the Scottish Government announced that it had accepted all of the Commission’s recommendations, the most prominent of which was to develop a framework Just Transition planning. A Just Transition Planning Framework was published as part of the administration’s response to the Commission. The response also records actions the Scottish Government has taken in response to the Commission’s other recommendations, most of which would be considered in progress or achieved if taken alone. As such, it seems fair to regard this progress as comprising “implementation” of the Commission’s recommendations, to the extent this is measurable by government action.

Other pledges

The SNP made several other pledges related to Just Transition. They committed to maintaining the Commission for the duration of the parliament. They also promised to develop sectoral Just Transition plans, create a monitoring framework for progress on delivery and appoint a Minister with responsibility for Just Transition.
